I wondered that and handwaved it to myself as being the HLT-with-interrupt-disabled logic kicking in and shutting down the guest but now that I look it seems that this just triggers a domain shutdown event to dom0 and doesn't actually destroy the domain (which is actually as expected before I handwaved).
