Andrei is saying that a function like pci_setup() does need to be called -- you can't replace ovmf_pci_setup() with *nothing*. But there's nothing in that thread that states, or explains why, you can't just use the generic function pci_setup(), even if it does contain some pointless stuff for OVMF that will get redone when the BIOS takes control.
