I think this would be improved by an explanation of what the job of the hotplug scripts are and what their calling conventions are, on NetBSD. I'm afraid as it is I don't understand what the hotplug scripts do on NetBSD. I know what they do on Linux for vifs. On Linux we are missing script support for block devices, but it's not clear that they are really "hotplug" scripts. Also your patch has some long lines.
