Hmm. I wouldn't be sure about this. I would guess there is a reason a guest has
more than 1 vcpu. Normally this is because the guest needs more power.

Hehe, I agree with both! :-P

Maybe it's better to avoid this kind of mangling for now, and just
consider all the vcpus.

When we'll be tracking the actual load better, we'll see if it could be
worthwhile to do something along that line either.
