Finally, I did a test with an old dom0(2.6.32.57) in the following tree.
git://git.kernel.org/pub/scm/linux/kernel/git/jeremy/xen.git
My first suspicion is right. :-)
Issue 1 and 2 (C-state and P-state) can work well with 4.1.3-rc3 and old dom0.
And issue 3 still exists. I think it doesn't block the release of xen 4.1.3.
If using Xen 4.1.3 with Linux 3.4.x dom0, you may meet some small bugs. :-)

Both 4.1.3-rc3 and 4.2-unstable tree have the following issues.
A. HVM S3 issue as I mentioned. 
(I'll file a bug to track this.)
B. a VGA display issue with a SR-IOV hot-plug case
