Ok the patch from Olaf is here:

Should we apply that patch to xen-unstable for Xen 4.2 ?

It may simply be that xen needs to check out the ipxe tree at a later point. For Fedora an alternate approach is not to build ipxe at all, and take them instead from the ipxe-roms-qemu package.
