These host install issues have been happening sporadically over the last
few days and a large number seem to relate to apt mirror failures.

It seems that the apt-cache mirror used by the test system has been
OOMing. Our IT guys have doubled the VMs RAM allocation and made some
other configuration tweaks so hopefully this is now resolved.
