I'm barging in late here, so sorry if this has been suggested and shot
down: is it not possible to use composition here?

  typedef ... CPU;

  typedef struct CPUState {
      DeviceState qdev;
      CPU cpu;
  } CPUState;

But I guess bringing qdev to -user is inevitable.
