I think both of them would prefer to have a standard bootloader "experience" for both Linux and Xen. Looking back at the Debian conversation what Bastian actually asked when I suggested packaging the EFI hypervisor image was if the same image could be used for UEFI and BIOS, which I suppose isn't exactly the same as above since having the same binary (if that were even possible) doesn't necessitate booting via a bootloader.
