I would say that this is a bugfix which should go into 4.3. This bug
isn't limiting vcpus to <= pcpus because you can create the guest with
more. AIUI what happens right now is that if you try to vcpu-set with
vcpus>pcups xl will crash (or do something else undefined). This is
only not a security hole because xl isn't exposed to untrusted users.
