Any opinion on this, Keir? You're the defacto maintainer of
hvmloader (perhaps worth an explicit entry in MAINTAINERS), so
I'd need your ack for reverting said change.

Alternatively, Ian, Ian, Stefano - any opinion (as this is formally
living under tools/)?
