Well, I seem to recall reading that Xen's GSoC submissions had not been 
accepted and piece of work you pointed out appears to be a GSoC candidate. So, 
I am guessing that no progress has been made. Only a guess, though.

However, I believe a small patch I wrote has been incorporated into 4.4 that 
allows "xl save -p" which saves a domain and leaves it paused, so you can 
perform your own snapshotting before you unpause it. I am not sure if that 
helps you in the meantime.
