Can you do what you need with XEN_DOMCTL_setvcpucontext(domid, vcpuid, NULL)?
If not, maybe some small extensions to that call would be enough?

I think if we do need an entirely new hypercall, it should be part of
the DOMCTL call along with the other vcpu operations, rather than having
a new top-level hypercall of its own.
