Vdagent and usb redirection are fully working with xen but not supported by xl now, I tested them manually for over a year and I found no problems caused by xen. Consequently it is not working the usb redirection on windows 7, because to have it working it needs the usb2 controller. On ubuntu domU works also with usb1 but based on windows tests I think is good to add usb2 controller support before add spice usb redirection support.
