Because it's still part of the original feature (having been aiming at
Dom0 support only initially) that has got pushed back twice already.

From my looking over the code, not more than the rest of the PVH
stuff.

Iirc the only interface wise change it does is implementing a so far
ARM-only sub-hypercall.
