Xen uses Qemu as a 'device model' for HVM guests, so for emulating various 
legacy x86 hardware in the VM.
Xen also uses Qemu as a VNC server for PV guests, for their PV graphical 
console, and possibly for disk backend emulation in dom0 (qdisc).

Xen hypervisor itself is the 'hardware assisted virtualization tool',
so Qemu is only used for other tasks in Xen.
