One thing I noticed is that if I have 4 dom0 CPUs, and I have a domU
with vcpus=4, it starts the domU with 1 vcpu as seen in xl list. This
xl creation does not boot up. Doing a repeated xenctx on this domU
gives the below sequence:

I also noticed that in some instances of "xl create" it does bring up
domU with 4 cpus as mentioned in the domU.cfg file, and in those
instances the domU boots up.

Is this some kind of bug?
