Give a look under tools/libxl in the Xen repository
(git://xenbits.xen.org/xen.git).

The interface is libxl.h. Types are autogenerated from an idl, see
libxl_types.idl. A python binding existing under
tools/python/xen/lowlevel/xl, but it has been a while since the last
time that it was updated.
