libxl passes "vhd" when actually "vpc" is the correct string to match
the right driver in QEMU. Secondly QEMU has become more stringent in how
format recognition is done and given that the user is passing a driver
name ("vhd", which is wrong), it is not going to try to guess the right
driver for the image anymore.

In other words, it used to work by "accident".
