I have no idea what (editing) tools have limitation at precisely which
line length. Hence I can't answer the "why". I can only refer to the
documented requirement, which aiui is pretty clear.

Without understanding the "why" we can't be sure we're doing the right thing. I was hoping someone else would provide feedback on this, as I'm almost sure who wrote CODING_STYLE actually meant "less than or equal" instead of "less than".
