sg-run-job can be told that this script failing is not fatal.  This is
done by calling spawn-ts and reap-ts explicitly.  See test-guest-migr
for an example.

No.

You do not need to encode this in osstest at all.  The database will
record that FEP never worked for Xen 4.4 the same way that it records
that ARM migration never worked for 4.7.  It will show up as `fail
never pass'.
