[Xen-devel] Missing XSM permission for livepatch sysctl

When running XTF with a XSM-enabled Xen (generated by one of my osstest
flight for testing something else).

Executing 'xl create -F
tests/livepatch-priv-check/test-hvm32-livepatch-priv-check.cfg'
