This patch creates CAT and CDP feature document in doc/features/. It describes key points to implement L3 CAT/CDP and L2 CAT which is described in details in Intel SDM "INTEL® RESOURCE DIRECTOR TECHNOLOGY (INTEL® RDT) ALLOCATION FEATURES".
