[Xen-devel] [OSSTEST PATCH v2 12/19] ts-xen-build-prep: install e2fslibs-dev

The in-tree libfsimage ext2fs implementation can't handle 64bit
enabled ext4, which is the default in stretch.

Installing e2fslibs-dev causes libfsimage to pick up the packaged
ext2fs implementation.
