This is a REP INSW, which then makes it far more likely to be a result of Paul's 9c9384d6d8. Sadly the windows-install tests of the two 4.10 flights we've had so far all ran on Intel hardware, so we can't easily tell whether the problem is present there as well (in which case it would for sure be that commit). For the moment I'm struggling to understand how we can end up on the CR access emulation path here, but I'll take a closer look.
