We are committed to having HVM support along with PVH support (if we go
this route).

We can change this to:
 - For 4.10, and 4.8 / 4.9 with backports, users will be able to boot PV
guests without a sidecar or qemu, and (hopefully) transparently to the
toolstack
 - For 4.7 and prior, or 4.8+ without backports, available with sidecar
boot disk (and added qemu instance)
