The staging branches of the stable trees are generally far less unstable than the master/smoke/staging set, as (with the exception of security fixes) commonly only backports of things that have passed the osstest push gate on master get applied. However, there are regressions now and then from complex backports, so I don't think taking those trees blindly is advisable. Otoh, taking together those two hats I wear, I commonly add to our internal productions repos almost the same set of changes that I also apply to the upstream stable trees. I'm sorry for not providing a clear yes/no kind of answer.
