Does this perhaps want to be made consistent?  I've not touched the layout in

Hmmm, I don't really want to have the barrier split between multiple headers. So we would have to duplicate them in arm32 and arm64.

For the IRQ helpers, we can probably be a bit smarter. I can have a look at clean-up once this is merged.
