You suggested kinda simplified try_lock with runstate update skipping in case 
of fail.
The question here is if we are OK with not updating runstate under 
circumstances?
Though even in this case the question here might be if we need 
`runstate_in_use` per VCPU or per Domain? My answer is per VCPU.
