[Xen-devel] [PATCH] DEVELOPER-CERTIFICATE: Add a copy of the Developer Certificate

This is a conventional filename for this and makes it more
discoverable.  The text is small enough that the copy in
CONTRIBUTING can stay a copy, I think.
