Xen cmd line includes,

                options=dom0=pvh dom0-iommu=map-reserved 
dom0_mem=4016M,max:4096M dom0_max_vcpus=4 cpufreq=xen cpuidle ucode=scan ...

What if you use the standard for dom0 (_not_ pvh)? Dom0 PVH support is
still experimental and it is lagging some features.
