[patch V4 14/37] x86/smpboot: Remove cpu_callin_mask

Now that TSC synchronization is SMP function call based there is no reason
to wait for the AP to be set in smp_callin_mask. The control CPU waits for
the AP to set itself in the online mask anyway.
