INVALIDATE_TLB_VECTOR, EVENT_CHECK_VECTOR, and CALL_FUNCTION_VECTOR, maybe
also others in that group of vectors (see irq-vectors.h).

Being quiescent when the system is idle is only part of the overall
requirement, though?
