Hi,
I'm sorry if suggestion is not helpful.

In the next of 'Initializing IPsec netlink socket', 
the first root file system mount sequence starts.

If it is NFS-Root, 
IP-Configration of a kernel level will be performed and
NFS-Root will be mounted after RPC communication.

However the important following setup has escaped from 
vmlinuz-2.6.11-1.1369_FC4xenU.

CONFIG_IP_PNP not set
CONFIG_ROOT_NFS not set
and (Although it may be solvable by initrd)
CONFIG_NFS_FS=m

So kernel can't configure IP.

A case of booting from local file image,
The following mistakes will be in the same state.

disk = [ 'file:/var/domains/fc4-root.img,sda3,w' ]
root = "/dev/sda1 ro"
