splash and quiet are going to supress all of the Linux boot messages (and splash isn't going to work under Xen). You should remove both.

You should see xend output though. Try removing the console=vga part in the kernel line and see if that narrows it down.

I have to do a reboot to get out of this.

Any more suggestions that I can try?

    initrd is strictly for the Linux boot protocol whereas Xen uses
