I'm also having the same issue.  Is this because I'm missing a package or missing some other detail?

Here's the relevant output from 'stty -a':
intr = ^C; quit = ^\; erase = ^?; kill = ^U; eof = ^D; eol = <undef>;

So Ctrl-C is properly defined in domU.
