Mount the fs from dom0 and grep -R your /etc folder for the "Setting the system 
clock" string. Find that file and cause it not to be executed during boot. 
Easiest way would be to chmod -x it, but I don't know ubuntu, so it may be 
different, or combined with other stuff.
