I regularly build Xen on a Red Hat Enterprise Linux AS release 4 (Nahant Update 2) machine, 32-bit, PAE enabled, without any problems.

Compiling without PAE works fine though.

I had no problem building under CentOS 4.3 which is a RHEL clone. Nothing special was required. What problem are you encountering?
