What distribution are you using? They might provide a package for dev86 (eg. sys-devel/dev86 on Gentoo).

If not, you can download the source from http://homepage.ntlworld.com/robert.debath/dev86/Dev86src-0.16.17.tar.gz

The webpage you mentioned redirects to http://homepage.ntlworld.com/robert.debath/, which hosts the "Linux 8086 development environment" aka dev86.
