You're looking for the wrong CPU feature bit. The cpu-feature "VME" is
"Virtual Mode Extension", which is nothing to do with the virtualization
features recently added to Intel and AMD processors. [For those
interested: It's an extension to the VM86 mode of the processor, which
is generally used for running "DOS-box" applications in Windows [and
similar features in other OS's]. The VME extensions allows "Virtual
Interrupts" if enabled in CR4]. 

"VMX" is what you need to look for, and if you don't have that, you'll
need to either enable it in the BIOS (assuming the BIOS does have a way
to enable it) or replace enough hardware to be able to get it working -
I'm no expert at DELL boxes, so I can't really speak for exactly what
you need to do, but if you want to run Windows as a virtual machine, you
need to get a VMX feature bit in /proc/cpuinfo
