VMware won't run in Xen - the paravirtualised nature of Xen guest OSes makes 
it impossible for the VMware code to do the low-level manipulation of 
hardware state it expects to do.

It might be possible to run VMware in Full Virtualisation in an HVM domain, in 
principle, but if you had HVM I guess you wouldn't want VMware (!)

QEmu (free) or Win4Lin (commercial) will run in Xen domains.  The latter even 
offer official support for running in Xen domains.  Both will let you run 
Windows, albeit with a performance penalty relative to VMware.

There are some longer term plans to allow Xen to support unmodified guest 
operating systems with reasonable performance on non-HVM-aware hardware - 
this might be able to do what you want at some point in the future.
