Sorry, but I'm not clear on which kernel version which release of RedHat uses. If RHEL4 uses 2.6-kernel, it shouldn't be too much of a task. A 2.4 kernel won't work straight away with Xen 3.0, so you'd be choosing between back-porting the 2.6 kernel patches to 2.4, or upgrading your kernel to 2.6 keeping the remaining tools the same... You should be able to build such a PV domain by installing RHEL4 on a clean partition (or taking an existing installation) and pointing the Xen PV kernel to use that partition as the file-system.
