Again: it depends on _how_ you want to do it:

You can export it as block device, as any other block device.
When you put in your usb stick, it is mapped to something like
/dev/sdb or so, in the dom0 system,  and you can export this with the
Xen VMs disk config, as any other block device, then the block device
is available in the guest.

The second way:
Exporting USB ports so they are available as USB ports/devices in the
guest, _should_ work according to the xen manual, but does not for me.

And this BUGZILLA 906 bug is showing different topics if you google it.

Don't know where you googled, the Xen bugzilla system has this bug
registered (by me):
