There are a lot of legacy reasons for running Windows 2000.  We have run into 
custom grown apps that have relied on some os level stuff that didn't play well 
with 2003.  In this case we have run the with VMWare (as that was the only 
alternative at the time for us).

BTW, the OS will still be maintained through 2010 (according to M$).  Also, we 
have received support for NT as late as 2005 at the last company I worked for.
