I have successfully used Xen VM images with qemu before. I'm not sure if qemu exists for Windows, but that might be an option. I'm sure it would be terribly slow though.

The OS kernel must be aware of the hypervisor in order for it to work and since no one in the community is blessed with the Windows source, Windows hasn't been modified as needed. I have read several articles lately stating that Mircosoft is working with Novell and the next Windows Server release will have special Xen capabilities. I can't remember if it was able to be a Dom0 or a PV DomU.
