Why not assign the IPs yourself either statically in the domU config
or by static DHCP allocation, and then use ebtables rules to prevent
domU changing its MAC or IP address(es)?

Otherwise since root in the domU can change MAC and IP addresses,
you are going to have a hard time being sure.
