Maybe you could send the domU config output?  As Dustin alluded to it sounds like maybe your domU is getting a different MAC address each time it boots, which, if you're using DHCP, will result in a new IP each time.  Also, if you're looking to set a static IP in Windows you need to set it in Windows - that is, go to the Network control panel, view the Properties of the network card -> TCP/IP and then set it to static in there.

Hey everyone, I was curious, I have set up a few windows guests, but 
rebooting them assigns a new IP to them. I have set the vif 
configuration to an IP, but it seems to disregard this. Is there a way 
to define a static IP for a windows guest, without loggin into windows 
and explicitly setting it there?
