For the record those instructions are somewhat dated, I would recommend using
the packages directly form Ubuntu now, the kernel bug fix has been released.

apt-get install ubuntu-xen-server should get all the xen packages you
are looking for.

For the other part, where something is loading right, I agree with
Mark, the the output
would help give a better sense as to what is actually going wrong.

Also I believe you said fedora+xen booted on the system?
