Some answers inline.

There are BIOS options that you may need to turn on if you haven't already.

the ouput of 'xm dmesg' should have a like IOMMU enabled

Once you see the IOMMU enabled, you can run:
xm pci-list-assignable-devices to see the devices that you
can pass through.

like others have suggested, make sure you follow
http://wiki.xensource.com/xenwiki/VTdHowTo

You may want to install a newer version of Xen, such as Xen 3.3.1 when
it releases or simply run xen unstable or testing.
