At this moment, domain's memory can't be increased beyond the size which is allocated at boot time. The memory should be allocated from the time when the domain is created. (In your case, 4GB is assigned to dom0 at the boot time, so you can't increase memory beyond 4GB. If you want to use 8GB for dom0, 8GB must be assigned from the boot time.)
